What the indexer set is meant to look like

The design is deliberately small: a handful of independent operators, a short list of pools, and a rule that a value is only published when a quorum of stake has signed the same number for the same block. Because depth is deterministic, honest operators should agree exactly, which is what makes disagreement meaningful.

Two things we expect to learn in testing. How often leader rotation should happen for operators on slower RPCs, and whether the tolerance band for block-boundary races is ever actually needed.
